[11] Some centralization occurred in the debt issuance process through the consolidation of a number of state agencies’ debt authority in the Texas Public Finance Authority (TPFA), and oversight duties in the Bond Review Board. Even so, 16 state entities still may independently issue state debt. These are primarily universities, which generally maintain the expertise needed for such activities. Further consolidation may be warranted for infrequent state issuers, which could take advantage of the expertise and efficiencies developed by TPFA.
